PLSA governance review

We’re reviewing the PLSA’s governance arrangements, including the role and structure of the Board, the structure of the Councils and Local Groups and our election process.

How it works at the moment

We have two Councils of 15 members. On each Council nine members are elected, one is a representative of our Local Groups and four are co-opted. The rules about Council composition, elections and terms of office are set out in our Constitution [hyperlink]

The Board of the Association is made up of

  • the Association Chair (who is elected by the Councils),
  • the Immediate Past Chair of the Association,
  • the Chairs, Vice-chairs and one further representative of each Council,
  • an Independent Non-Executive Director and
  • the Chief Executive and the three Executive Directors of the Association.

We also have a Mastertrust Committee, which has a membership chosen by the Executive.

Why we’re reviewing our governance

It’s two years since we launched our new strategy and a year after we unveiled our new name and values. We made those changes in response to changes in the world of pensions and lifetime savings. We think it’s the right time to look at whether the current governance structure and the people who serve within it are aligned with our objectives. We want to make sure we can continue to do the best for our members in the future and to be flexible enough to respond to further changes in pensions. 

The review committee

A sub-committee of the Board is leading the governance review. Its members are:

  • Lesley Williams, Chair of the Association
  • Frank Johnson, Chair of the DB Council
  • Richard Butcher, Chair of the DC Council
  • Joanne Segars, Chief Executive
  • Edward Bogira, Chief of Staff
  • John Dembitz, Independent Non-Executive Director

The timetable for the review

The Committee will speak to the current Councils, Local Groups and others and consider alternative models for governance before making recommendations to the Board in the spring of 2017.

We will then consult members on any recommendations that the Board wants to follow. If we make changes to the Constitution, we’ll ask members to approve a new Constitution at the 2017 AGM on 20 October 2017.
